YouTube Video Ads Guide: Formats, Targeting, and When Video Beats Search

YouTube gives Google Ads access to the world's second-largest search engine. A practical guide to skippable in-stream, bumper ads, video action campaigns, audience remarketing, and when video campaigns generate positive ROI.

YouTube is the world's second-largest search engine, and Google Video campaigns give you access to it through the Google Ads interface. The misconception most search advertisers have is that video is only for brand awareness — large budgets, top-of-funnel, hard to measure. The reality is that video campaigns can be performance-optimized with target CPA bidding and direct-response creative, reaching audiences that search volume alone can't capture.

The four video ad formats. Skippable in-stream ads play before or during videos and can be skipped after 5 seconds. You pay only when the user watches 30 seconds or the full ad if shorter, or interacts. These are the most common format and work for awareness, consideration, and direct response. Non-skippable in-stream ads are 15–20 seconds, cannot be skipped, and are billed by CPM. Best for brand recall when a strong creative requires full viewing. Bumper ads are 6-second non-skippable pre-rolls billed by CPM — best for reinforcement alongside longer formats. In-feed video ads appear in YouTube search results and the homepage and are billed per click-to-watch — best for discovery campaigns where the thumbnail self-selects interested viewers.

Targeting options unique to video. Beyond demographic and keyword targeting from Search, video campaigns can use: placement targeting (specific YouTube channels or individual videos), topic targeting (videos about subject categories), affinity audiences, and in-market audiences. Placing your ad on a specific competitor's channel or within specific content categories gives video campaigns targeting precision that search doesn't provide for brand-awareness goals.

Video action campaigns for direct response. Video action campaigns combine skippable in-stream ads with call-to-action overlays and can be optimized on target CPA or Maximize Conversions. They work best when the first 5 seconds are compelling enough to prevent skip and the CTA overlay offers a clear next step. ROAS from video action campaigns is typically lower than search but can be positive when search alone doesn't reach enough scale at acceptable cost.

YouTube Shorts inventory. Google Ads now includes YouTube Shorts placements — vertical video ads served within the Shorts feed. Shorts ads play between organic Shorts, are 6–60 seconds, and can be opted into within Video campaigns. Performance on Shorts varies significantly by creative format: vertical native creative dramatically outperforms landscape video reformatted for Shorts. This is a distinct creative production requirement, not a checkbox.

Video remarketing audiences. Google's video audience lists let you remarket to: users who watched videos from your YouTube channel, users who subscribed, users who visited your channel page, and users who interacted with a card or overlay. Combined with website visitor lists, video remarketing builds multi-touchpoint funnels — a user who sees your YouTube ad, visits your site, and then receives a search retargeting ad is moving through a more intentional consideration path.

View-through conversion attribution. Video campaigns contribute conversions through view-through attribution — users who saw your ad but didn't click, then converted through another channel within the attribution window. These conversions appear in Google Ads reports but are commonly over-credited in last-click attribution. Evaluating video's true contribution requires data-driven attribution models that distribute credit across the full conversion path.

Budget requirements for meaningful testing. Video campaigns need adequate budget to generate data for optimization. A video action campaign with a €10/day budget gathers conversion data too slowly for target CPA bidding to optimize meaningfully. The minimum for learning phase completion is typically 20–50 conversions within a 6-week window — budget accordingly from campaign launch. YouTube CPMs are typically lower than Meta video CPMs, making reach-per-euro more efficient for awareness goals.

Creative length and attention. Google's research indicates the first 5 seconds of a skippable ad determine whether the user skips — front-loading the brand, core value proposition, or an emotional hook in the first 5 seconds measurably improves watch-through rate. For 15-second non-skippables, the entire ad must be purposeful and compact. Long-form in-feed formats (3–5 minutes) work for complex B2B products where the audience self-selects into deeper consideration by clicking to watch.
